This book is about the transformation of Norwich from an agricultural county capital into a great City, with industries modern facilities, paving, lighting and decent sanitation. It is not about the great historic buildings of the City, but more to do with the houses of ordinary people in the streets, courts and yards of Norwich. As the population expanded, new suburbs were built and the City Council had to face up to new problems. Many resented the imposition of new standards by City and Parliament; others were keen to modernise.
